CONTRACT & PROCUREMENT MANAGER

Springfield Exploration and Production Limited (SEP) is one of the newest entrants into Ghana’s rapidly growing oil and gas industry. SEP is seeking an experienced Contract & Procurement Manager who will be responsible for developing Springfield E&P’s Supply Chain Excellence, supporting the Legal and Compliance department in the development & the execution of procurement strategies, composition and issuance of invitations to tender, bid evaluations, contract negotiations, preparation and final awards.

This role reports to the Chief Operating Officer

 

ROLE AND RESPONSIBILITIES

  1. Review specifications and scope of works and further develop these into a clearly articulated expression of commercial intent.
  2. Work with the Legal & Compliance department to develop, compile and conduct pre-qualification exercises, invitation to tender, tender openings and evaluation, including detailed analysis of commercial and contractual qualifications, exceptions and deviations.
  3. Work with the Legal & Compliance department to ensure governance and compliance obligations are fully addressed and documented throughout the procurement process.
  4. Support the development of Local Content plans and initiatives with the respective departments to identify and deliver such opportunities through contracts.
  5. Address variations and claims with contractors in accord with the legal department.
  6. Manage and report on all contractor performance and post-award administration
  7. Provide support to contract owners or budget holders in support of the contract management process.
  8. Provide regular monthly management reports on activities.
  9. Drive the Supplier Performance Management agendas and support the operational teams in the performance review process.
  10. Undertake other duties within his or her capability or qualification level as may be reasonably required in accordance with the appropriate Delegation of Authority.

 

REQUIRED KNOWLEDGE, COMPETENCIES, SKILLS AND EXPERIENCE

  • Minimum 10 years proven industry experience.
  • Formal education to at least graduate level in Supply Chain, Purchase or similar discipline
  • Membership of an industry organization recognized to promote & support Procurement and Supply Chain Management
  • Excellent written and spoken skills in English
  • Demonstrable experience in negotiation of contracts and complete understanding of the commercial issues associated with contracts.
  • Exposure to Ghana PC with an understanding of PC requirements of Oil & Gas Operating Companies
  • Ability to evaluate, negotiate & execute complex contracts.
  • Ability to solve practical problems and deal with diverse business drivers and variables.
  • Ability to handle multiple tasks simultaneously.
  • Ability to interpret a variety of instructions furnished in written, oral, graphic, or schedule form.
  • Proven capabilities to perform independently and as a team player.
  • Report construction and writing; engagement of peers & contractors to do same.

 

PREFERRED ADDITIONAL KNOWLEDGE, COMPETENCIES, SKILLS AND EXPERIENCE

 

  • Advanced Post-Graduate Education to Masters or beyond in Supply Chain, Purchase or similar discipline.
  • Knowledge of or exposure to procurement activities relating to Well Engineering (Drilling and Completions) in the Oil & Gas industry with substantive exposure to all disciplines and issues within the associated supply chain.
  • Knowledge of or exposure to procurement activities relating to Subsea and Marine Operations in the Oil & Gas industry with substantive exposure to all disciplines and issues within the associated supply chain.
